When it rains, the first thing I grab is an umbrella. Guess what is the second thing I grab? Jelly shoes or rain boots, depending on the weather. If I know it is going to rain all day, I would choose the rain boots. If the forecast  says it's going to be scattered showers, then I would choose the jelly shoes. I don't want to wear the rain boots if I'm not sure if it will rain (especially in the hot summer).
